Although without advices regarding the seizure of the American yacht Columbia by Japanese authorities at Nagahama, of ficials here believe the vessel will he allowed to proceed without penalty If It can bo shown that she was forced Into the harbor to make repairs. There Is little possibility that the matter will he turned Into a diplomatic Incident, because a similar prohibition against the entry of foreign vessels, except In oasea of distress, into any but law fully opened ports Is common to all countries. The United States has adopted the practice common among great powers of closing to foreign vessels certain ports regarded as military or naval buses. The harbors of Tortugas. Fla. : Great Harbor. Culebra; Guantanamo naval station, Cuba; Pearl Harbor, Ha waii; Guam," SubiK Bay, Philippine Islands, and Kiska, Aleutian Islands, may not be visited by foreign vessels except by special authority of the United States Navy Department. TOKIO, June 12. The official pro urator of Nagasajtl today investigated the "arrest" yesterday of the American yacht Columbia, owned by J. Harvey I.adew. of the New Tork Yacht Club, deciding that the arrest waa justified. The owner declares he received ver bal permission from the custom-house authorities to enter the port of Naga hania for repairs. The Japanese government, however, declares that It Issued a permit for the Columbia to visit the sacred islet of Mlyajima and the maritime town of Takamatsu. but not Nagahatna. NKTV TORK. Tune 12. No mention was made of the yachL LADD SCHOOL IS DEPLETED Smallpox "Scare," Vaccination and Parade Keep 2430 Away. Although the small boy at the Ladd School who started a recent "scare" by acquiring a mild case of smallpox is getting along comfortably, the same is not true with reference to divers other tots who also are pupils there. At least 200 children were absent from school yesterday. Some were kept at homo by parents who resented the compulsory vaccination edict or the City Board of Health. Others had submitted to the serum Injection and felt its effects, while still others, whose parents had no special hostility to vaccination, wanted to see the parade. C. M. Klgglns. principal of the school, said last night that he expected a light attendance from now until the close of school. Several parents, he said, had told him they would keep their chil dren at home until danger of infection had entirely passed, even though their children had not been exposed.
